PCS Resources for Joint Base San Antonio

This is the bookmark page. Every official lookup, every form, and every one of my own guides a family with JBSA orders ends up needing, in the order you need them. Nothing here asks for your email. If a link takes you off this site, it goes to the government office or utility that owns the answer, not to a lead form.

If you have not picked a base page yet, start with PCS to San Antonio. It sorts the four installations and lays out the timeline from orders to keys. This page is what you come back to while you work that timeline.

1. Your base page

Each page covers the neighborhoods families actually choose for that installation, the real payment against 2026 BAH, the gate and flight-path issues, and the questions to ask your sponsor.

2. The money: BAH, the VA loan, and what a San Antonio payment is made of

Look up your BAH

JBSA is one BAH area, so Lackland, Randolph, Fort Sam Houston, and Camp Bullis all pay from the same table. Pull the current rate for your pay grade and dependency status from the Department of Defense calculator, not from a listing site. The table resets every January and can go down; the enlisted rates fell about 2.9% from 2025 to 2026 (jbsanantoniohousing.com, January 2026).

  • DoD BAH rate lookup: the official calculator. Use the JBSA ZIP code and your grade.
  • What 2026 BAH buys in San Antonio: the rule of thumb I use (about $110 of house price per dollar of monthly BAH at a 2.2% tax rate and today's rates) and the payment table by grade.

The VA loan

Property taxes and the homestead exemption

Texas has no state income tax. Property tax is the trade, and it is the line that surprises families from other states. Total rates in the area run roughly 1.9% to 2.7% of appraised value depending on the city, the school district, and any special district on the subdivision. The tax certificate from the title company is the truth for a specific address.

PID and MUD. A Public Improvement District or Municipal Utility District paid for a new subdivision's roads, water, and amenities and collects the money back on the tax bill for decades, often adding 0.3 to 1.0 percentage points to the rate. They cluster in new construction around every base. The seller must give you a notice, and the title company's tax certificate shows the real rate. Ask for both before the option period ends.

Insurance

Hail drives premiums here. Quote the actual address before you write an offer, and ask the age of the roof; it moves a quote by hundreds of dollars a year. Some lots along Leon Creek, Culebra Creek, and the San Antonio River sit in a flood zone, which adds a separate flood policy.

3. Researching an area from a thousand miles away

The commute

A map app at noon lies about the morning. I measure drives at 7:40 a.m. to the gate your unit actually uses, and I will run one for any address you are serious about.

  • The Real Commute Times Around JBSA: the drive-test video.
  • Ask your sponsor which gate the unit badges through most days. At Randolph, Lackland, and Fort Sam the gate changes which side of the city you should shop.

Flight noise

Randolph's training sorties and Kelly Field's airlift and fighter traffic reach specific neighborhoods. Each installation publishes noise contours in an Air Installations Compatible Use Zones study. Search "AICUZ" with the installation name on jbsa.mil, pull the map for the address, then stand in the backyard while something is flying.

School district boundaries

Districts are named here so you can look up assigned campuses on each district's own boundary map. Boundaries move with new construction, so confirm the campus for the exact address before you contract, and do not rely on the subdivision name.

The house itself

4. The official PCS offices

  • Joint Base San Antonio: the installation site, including the Military Housing Office pages for each location. The housing office can confirm gate hours, on-base housing waitlists, and the referral rules; it does not sell or lease off-base homes.
  • HOMES.mil: the Department of Defense off-base housing referral listings, useful if you rent first.
  • MilMove: your household goods shipment, dates, and weight.
  • Military OneSource: the PCS checklists, the Servicemembers Civil Relief Act basics, and free financial counseling.
  • Texas Real Estate Commission: the Information About Brokerage Services notice and consumer protection notice every Texas agent must give you.

5. If you rent first

On a three-year tour, renting for a year is often the right call. It buys a real commute test, an August electric bill, and a look at how fast houses resell in the area you liked before you commit roughly $30,000 of round-trip buying and selling costs. Sign a 12-month lease with the military termination clause, and keep a copy of your orders with the lease.

6. The timeline and the plan

7. After you close

  • File the homestead exemption with the appraisal district for your county. It lowers the taxable value of your primary residence, but it arrives after your first-year escrow is set, so plan the payment without it. The Bexar County steps.
  • Utilities.CPS Energy for electric and gas, SAWS for water and sewer inside San Antonio. Suburbs and unincorporated addresses may use a different water utility or a well; the seller's disclosure says which.
  • How to Get Your Mailbox Keys After Buying a Home: the cluster-box question nobody tells you about.
  • A Seasonal House Care Calendar: what a Texas summer and a hail season do to a house.

8. When the next orders come

Orders in year three are the normal case. If you bought near the BAH line, renting the house to the next military family works; if you bought well above it, selling usually makes more sense. Either way, start the conversation 90 days before you need to be gone, not 30.

Fifteen minutes before you commit to anything

If you are buying in San Antonio in the next 12 months, book 15 minutes on my calendar. You will leave with your report date mapped against a buying timeline, your BAH against the real payment in the areas you liked, and an exit plan if orders come early. Straight answers, no pitch. I did 23 years in the Air Force and 12 PCS moves, and nobody ran that math for me. So I run it.
